PMRDA Building Permission Pune 2026: Process, Fees, Timeline & Online Portal

PMRDA (Pune Metropolitan Region Development Authority) governs the metropolitan ring outside PMC and PCMC: Hinjewadi, Wagholi, Mundhwa fringe, Manjri, Sus, Nande, the eastern Pune corridor. PMRDA is a two-stage permission process - development permission first, then building permission - and the timelines are longer than PMC/PCMC. Below: the 2026 process, the documents, the fees, the realistic timelines, and the common rejections.

PMRDA Building Permission Pune 2026: Process, Fees, Timeline & Online Portal

1. PMRDA jurisdiction - is your plot inside?

PMRDA covers the metropolitan ring outside PMC and PCMC limits: Hinjewadi, Marunji, Wakad fringe, Baner fringe, Sus, Nande, Manjri, Mundhwa-Kesnand corridor, Wagholi, Kharadi fringe, Charholi, Alandi fringe. Confirm from the 7/12 document — the 'विकास प्राधिकरण' line names the authority. MIDC-adjacent plots have their own overlay rules — confirm from the development plan, not from the marketing brochure.

2. The two-stage PMRDA process

  1. 01Stage 1 - Development Permission (DP)Establishes the layout, road access, FSI applicable to the plot, common areas, plot boundaries, height zone. For a residential bungalow on a single plot, the DP is a pre-check; for a layout project, it is the bigger stage.
  2. 02Stage 2 - Building Permission (BP)The actual construction sanction - same drawings as PMC/PCMC but reviewed under PMRDA's own DC rules. The two stages are sequential, not parallel - total timeline is 4–7 months from first submission, not 1–3.

3. Documents you need for a PMRDA permission

  • 7/12 extract (current, within 6 months)
  • NA order (if applicable - most PMRDA plots are converted from agricultural)
  • sanctioned layout
  • architectural drawings (site plan, all floor plans, elevations, sections) by a registered architect
  • structural drawings + stability certificate
  • soil test report
  • ownership chain documents
  • the 7/12 + 8A + Ferfar check
  • a Tree NOC if there are existing trees on the plot

4. Fees and timelines (2026)

PMRDA scrutiny fees are nominal; the bigger costs are the development charges (~1% of construction cost for residential) and the premium FSI charge (per sqft of excess FSI). For a 1,500 sqft G+1 plot, total statutory costs range from ₹80,000–1.4 lakh.

Timeline: 4–7 months total for both stages when the drawings are clean. PMRDA is slower than PMC/PCMC by design—the development plan review involves a deeper check.

5. Why PMRDA permissions get rejected (the five usual reasons)

  1. 011. NA Order Missing or StaleThe most common cause of PMRDA permission rejections is a missing or outdated NA (Non-Agricultural) order.
  2. 022. FSI Consumed Beyond Sanctioned LimitExceeding the Floor Space Index (FSI) limit sanctioned in the layout plan can lead to rejection.
  3. 033. Setbacks Under PMRDA's DC RuleSetbacks must comply with PMRDA's Development Control (DC) rules, which are stricter than PMC regulations in certain areas.
  4. 044. Tree NOC MissingA Missing No Objection Certificate (NOC) for trees on the site can result in permission denial.
  5. 055. Development Plan InconsistencyThe architect's site plan must align with the layout plan; any discrepancies lead to rejection.

6. How we run PMRDA permissions

We prepare the drawings to PMRDA DC rules in-house, run the pre-submission check, file on the e-approval portal, handle both stages, and track the file to sanction. The PMRDA cost and timeline are quoted upfront at planning - before the construction contract.

FAQ

Real questions, real answers.

How long does PMRDA building permission take in 2026?

+

4–7 months total for both stages (development permission + building permission) from clean submission. The DP stage alone is 2–4 months. Faster with a registered architect who knows the PMRDA DC rules.

What is the PMRDA building permission fee?

+

For a 1,500 sqft G+1 plot: total statutory ~₹80,000–1.4 lakh including scrutiny fees, development charges (~1% of construction cost), and any premium FSI charge. Larger plots scale linearly.

Do I need PMRDA permission if my plot is in a sanctioned layout?

+

Yes - even inside a sanctioned layout, the building construction itself needs PMRDA's building permission stage. The layout's DP is the umbrella; your building is the individual sanction.

Is Hinjewadi under PMRDA?

+

Yes - almost all residential Hinjewadi is PMRDA. MIDC-adjacent pockets have their own overlay rules. Confirm zone from the 7/12 plus the development plan before budgeting time.

Can I start construction before PMRDA permission?

+

No. Construction without PMRDA's sanctioned plan and Commencement Certificate is unauthorised - it invites stop-work notices, MRTP-Act compounding penalties, and at the extreme end, demolition. The CC comes before excavation.

What is the difference between PMRDA and PMC/PCMC permission?

+

PMRDA is the metropolitan development authority for the Pune ring outside PMC and PCMC; the process is two-stage (DP + BP) instead of one, and the timelines are longer (4–7 months vs 1–3). Fees are typically lower.
