PMC Building Permission Pune 2026 | PMC, PCMC & PMRDA Process

Before the first brick, your plan needs a sanction - and in the Pune region that means one of three authorities: PMC, PCMC or PMRDA (plus BMC or a Gram Panchayat in the district). Here is the process, the paperwork and the realistic timelines for 2026.

PMC Building Permission Pune 2026 | PMC, PCMC & PMRDA Process

1. Which authority is yours?

Inside Pune Municipal Corporation limits: PMC. Pimpri-Chinchwad: PCMC. The metropolitan ring outside both: PMRDA. Baramati and the district towns: BMC (Baramati Municipal Council) or the Gram Panchayat for village plots. The authority decides your fees, your timeline and your FSI rules — so confirm the jurisdiction from the 7/12 and the development plan before you buy, not after.

2. The documents you need

The essential documents required for Indian home construction include the 7/12 extract or property card, sanctioned layout/NA order, architectural drawings (site plan, floor plans, elevations, sections) prepared by a registered architect/structural engineer, structural stability certificate, soil test report, and ownership documents. For PMRDA plots, the development-permission stage comes first, followed by the building permission.

3. The process, step by step

  1. 011. Architect prepares drawingsArchitect prepares drawings to DC rules - setbacks, FSI, TDR and parking.
  2. 022. Submission on the authority's online portalSubmission on the authority's online portal (PMC/PCMC run e-sanction systems).
  3. 033. Scrutiny and queriesScrutiny and queries - expect one or two rounds of corrections.
  4. 044. Sanctioned plan issuedSanctioned plan issued.
  5. 055. Commencement Certificate (CC) before excavationCommencement Certificate (CC) before excavation.
  6. 066. During construction: stage inspectionsDuring construction: stage inspections.
  7. 077. After completion: the Occupancy Certificate (OC)After completion: the Occupancy Certificate (OC) - no legal possession without it.

4. Fees and timelines, realistically

PMC permissions for a 2,000 sqft plot cost ₹1.5–2.5 lakh including development charges. PCMC follows a similar fee structure. PMRDA charges are lower, but processing is slower.

Plan for 1–3 months from submission to sanction if the drawings are clean. Delays may occur if the plot has zone complications.

5. Why plans get rejected

  • FSI consumed beyond the sanctioned limit
  • insufficient setbacks
  • parking shortfall
  • plot access narrower than the rule
  • drawings that do not match the 7/12 or the sanctioned layout

A pre-submission check against the DC rules catches all five - that check is cheaper than one rejection cycle.

6. How we run permissions

We prepare the drawings to DC rules in-house, run the pre-submission DC-rule check, file on the portal, handle the query rounds, and track the file to sanction. The permission cost and timeline are quoted upfront at planning - before you commit to the construction contract. Every Update Desk post on this site tracks the live circulars that change these rules.

FAQ

Real questions, real answers.

How long does building permission take in Pune?

+

1–3 months from submission for clean drawings under PMC or PCMC. PMRDA is lower-fee but slower. Delays almost always come from document gaps or FSI/setback violations in the first drawing set.

Can I start construction before permission?

+

No. Construction without a sanctioned plan and a Commencement Certificate is unauthorised - it invites stop-work notices, compounding penalties under the MRTP Act, or demolition. The CC comes before excavation.

What is the difference between a Commencement Certificate and an Occupancy Certificate?

+

The CC lets you start building; the OC certifies the building was built as sanctioned and is safe to occupy. No OC means no legal possession - and it blocks water and power connections, resale and loans.

How much do permissions cost in Pune?

+

For a 2,000 sqft plot, ₹1.5–2.5 lakh including development charges under PMC; PCMC is similar; PMRDA lower but slower. Scrutiny fees, development charges and betterment charges are separate line items.

Who prepares the drawings?

+

A registered architect or licensed engineer. The drawings must follow the Development Control (DC) rules for your authority - FSI, setbacks, parking, height. We prepare these in-house and run a DC-rule check before filing.
