PMRDA development permission and layout approval: the 2026 process

If your plot is outside PMC and PCMC limits in the Pune district, PMRDA (with the Gram Panchayat in villages) sanctions your development - in two stages: layout approval first, then building permission. Here is the 2026 process, the documents, the fees and the realistic timelines.

PMRDA development permission and layout approval: the 2026 process

1. Do you need PMRDA (and not PMC)?

PMRDA governs development across the Pune Metropolitan Region — roughly 7,256 sq km including the fringes around Pune, Daund, Indapur and parts of Baramati. Inside municipal limits, the municipal council (PMC / PCMC / BMC / Gram Panchayat) sanctions the building; on non-municipal plots in the PMR region, PMRDA building permission is required. Confirm the jurisdiction from the 7/12 and the development plan before you buy.

2. Layout approval first

For a plot that is not yet in a sanctioned layout, the first stage is layout approval — the conversion or subdivision of the land into plots with roads, amenities, FSI, and setbacks as per DC rules. Once the layout is sanctioned, individual plots inside it can apply for building permission. Buying inside an existing sanctioned layout skips this stage — your check is the layout sanction order and the plot's release.

3. Building permission, step by step

  1. 011. Architectural DrawingsPrepared by a registered architect to DC rules for G+1 to G+3 structures, including FSI, setbacks, and parking.
  2. 022. Online SubmissionSubmit through the PMRDA e-challan and building-permission scrutiny system.
  3. 033. Scrutiny and QueriesUndergo scrutiny with typically one or two rounds of queries.
  4. 044. Sanctioned Building PlanReceive a sanctioned building plan along with the approval letter.
  5. 055. Payment of ChargesPay development charges and scrutiny fees.
  6. 066. Construction StartBegin construction with the sanction and CC (Construction Certificate) where applicable.

4. Fees and timelines

Standard approval takes 30 to 45 working days with compliant drawings. Fees are lower than PMC: scrutiny fees plus development charges based on plinth area and zone — typically a fraction of the PMC equivalent for the same 2,000 sqft plot. Development charges are a separate line from construction cost and can be paid at sanction.

5. Documents you need

  • 7/12 extract or property card
  • NA order or sanctioned layout order
  • the registered sale deed
  • the architectural drawing set (site plan, floor plans, elevations, sections)
  • structural stability certificate
  • soil test report and ownership documents

6. How we handle PMRDA for you

We prepare the drawing set to DC rules in-house, check the documents, file the submission, handle the query rounds, and track the file to sanction. The permission cost and timeline are quoted upfront at the planning stage — before the construction contract. Every PMRDA circular that changes the process lands on our Update Desk.

FAQ

Real questions, real answers.

How long does PMRDA building permission take?

+

30 to 45 working days for a compliant submission - plus the layout-approval stage first if your plot is not yet in a sanctioned layout. Clean drawings are the biggest time saver.

What is the PMRDA plan sanction procedure?

+

Two stages: (1) layout approval for the subdivision - roads, FSI, amenities - unless you buy inside an already-sanctioned layout; (2) building permission on your plot with architect drawings, structural certificate, soil report and ownership documents, filed on the PMRDA portal. Expect 30–45 working days per compliant stage plus query rounds.

Which documents are required for PMRDA sanction?

+

7/12 extract or property card, sanctioned layout / NA order, architectural drawings (site plan, floor plans, elevations, sections) from a registered architect, structural stability certificate, soil test report, and ownership documents. Missing or mismatched documents cause most first-round queries.

What is the difference between layout approval and building permission?

+

Layout approval sanctions the subdivision of land into plots (roads, FSI, amenities). Building permission sanctions the building on a plot. You need layout approval first unless you buy inside an already-sanctioned layout.

How much do PMRDA charges cost?

+

Scrutiny fees plus development charges based on plinth area and zone. They are lower than the PMC equivalent for the same plot, but separate from construction cost - budget them at the planning stage.

Can I build without PMRDA permission?

+

No. Construction without sanction on a non-municipal plot invites stop-work notices, penalties under the MRTP Act and possible demolition. The sanction must be in hand before excavation.
