MHADA AutoDCR Pune | Building Permission on MHADA Layouts (2026)
AutoDCR is the automated building-plan scrutiny software MHADA (and some other authorities) use to check drawings against development-control rules before a human sees the file. If your plot is in a MHADA layout in Pune, this is the permission path - not PMC BPMS.

1. What MHADA AutoDCR is
AutoDCR reads CAD drawings against the rule book: FSI, setbacks, height, parking, occupancy. It returns queries as rule failures, not as a polite letter. Architects who file "pretty" PDFs that are not layered to the AutoDCR template get bounced before scrutiny. It does not replace the Occupancy Certificate, the structural certificate, or the title file.
2. When you use AutoDCR vs PMC / PCMC / PMRDA
MHADA layouts and MHADA-redevelopment cases must be filed through MHADA’s AutoDCR / proposal system. In contrast, ordinary PMC plots require submission via PMC’s BPMS / e-permission platform. PCMC operates its own e-sanction system, while PMRDA follows a two-stage process: first development permission, then building permission.
3. Who can apply through the portal
The AutoDCR / online DCR portal is for owners of plots inside a MHADA-sanctioned layout or scheme - Pune, Baramati, Daund, Indapur, Saswad and nearby districts. If your plot is not under a MHADA scheme you do not use this portal; your case follows the normal DCR route at PMC/PCMC/PMRDA or the gram panchayat. MHADA has made the online portal the default channel for new applications, but eligibility details are sparse on the notice - confirm your plot's status on the portal or with the MHADA office before paying anything.
4. Applying online, step by step
Register on the AutoDCR site with a mobile number and email, then fill the step form: plot details, ownership information, and the proposed building plan. Upload scans of the key documents (PDF or JPEG, within the size limits shown on the upload page), pay the fee through the integrated gateway, and keep the acknowledgment number the system returns - that is your tracking reference. MHADA then reviews the uploads, may ask for more information through the portal's messaging, and can schedule a site inspection whose report is loaded to your account. When everything is in order you download a digital DCR certificate. Processing times vary; watch the portal for queries rather than assuming silence means approval.
5. Documents the AutoDCR file expects
The AutoDCR file requires the following documents: Title (allotment / lease / conveyance as applicable), layout sanction, architect’s CAD in the prescribed layers, structural drawings, soil test where required, NOCs the layout demands (fire, environment - plot-size dependent), and fees. For MHADA plots, there are often additional conditions in the allotment (use, transfer, mortgage) that AutoDCR will not capture - your advocate still needs to review those.
6. Typical AutoDCR rejections on Pune MHADA plots
- Layer naming that does not match the template.
- Built-up that exceeds the layout’s remaining FSI.
- Parking shortfall.
- Setback to the MHADA road / open space, not just to your fence.
- Occupancy (residential vs shop) that the allotment forbids.
7. Timeline and who talks to whom
Clean AutoDCR files still go to a human for site and title. Budget weeks, not days. The architect owns the CAD; we coordinate title, soil and the construction programme so the sanctioned plan matches what we will actually build. Starting excavation on a "submitted" AutoDCR file is unauthorised work.
8. After sanction - CC, stages, OC
The process after sanction in Pune follows the same logic as for any bungalow: commencement must precede excavation, followed by stage-wise inspections, and culminating in the issuance of the Occupancy Certificate (OC). MHADA may impose layout-level conditions—such as provisions for common areas and parking—that will be verified during the OC inspection.
Always retain the sanctioned CAD file; do not rely solely on the PDF stamp.
Real questions, real answers.
What is MHADA AutoDCR?
+
Automated building-plan scrutiny used on MHADA (and some other) proposals. It checks CAD drawings against DC rules before human scrutiny.
Does every Pune plot use AutoDCR?
+
No. Ordinary PMC/PCMC/PMRDA plots use those authorities’ portals. AutoDCR applies when MHADA is the sanctioning path - typically MHADA layouts and MHADA redevelopment.
Why was my AutoDCR file rejected immediately?
+
Usually CAD layers / template mismatch or an FSI-setback-parking rule fail. Re-file with the prescribed template rather than a pretty PDF.
How do I track a MHADA AutoDCR application?
+
With the acknowledgment number issued after online payment - log in to the portal and watch the application's messages; review queries and the inspector's report appear there, and the final digital DCR certificate downloads from the same account.
Can Arsa file MHADA AutoDCR?
+
We prepare construction drawings with a registered architect to the authority’s template and coordinate the file. The architect is the statutory applicant on the CAD.
