Abhay Yojana 2026: is the property-tax waiver open?

Short answer: not right now. The PMC Abhay Yojana 2025-26 window (75% penalty waiver) closed on 15 February 2026, and neighbouring PCMC ran its own wave - a deeper 90% penalty waiver from 1 March 2026 (verify the current window on the PCMC property-tax portal before paying). Three schemes share one name - don't chase the wrong one

1. Municipal property tax

Run by each municipal corporation or council under the Maharashtra Municipal Corporations Act - and each runs its own wave. PMC (Pune): 75% waiver, 15 Nov 2025 → extended twice → closed 15 Feb 2026. PCMC (Pimpri-Chinchwad): 90% waiver from 1 Mar 2026 - the deepest in the state. Councils (Baramati, Indapur, Phaltan) run ~50% versions. This is the one most people mean.

2. Stamp duty (state)

The state's Abhay Yojana for stamp duty was announced 7 Dec 2023 to regularize old unregistered property documents at nominal duty. Extended several times, final deadline 31 August 2024 - expired. Any page promising a current stamp-duty Abhay Yojana is outdated.

3. MHADA service charge

MHADA's Mumbai board declared an Abhay Yojana for residents of its old colonies in Mumbai city & suburbs - a waiver on overdue service charges, with instalment deadlines (e.g. second instalment by 31 March). Relevant only if you hold an old MHADA tenancy; separate from property tax entirely.

What the 2025-26 PMC wave actually waived

The math: a 75% cut applied to the penalty component - not the base tax. If you owed ₹1,00,000 of base tax plus ₹40,000 of accumulated penalty, the window let you settle for ₹1,00,000 + ₹10,000. Councils in smaller cities (Baramati, Indapur, Phaltan tier) typically ran 50% versions.

The timeline: announced with the 8 November 2025 budget cycle, window opened 15 November 2025, original close 15 January 2026, extended to 15 February 2026. PMC collected a record ₹2,985 crore in property tax over the financial year, with the amnesty a major contributor.

Exclusions: taxpayers who had already benefited in a previous Abhay Yojana wave were barred, and cases under active litigation stayed out of the scheme. Expect the same two exclusions next wave.

The PCMC 90% wave - the one most guides missed

While every news page recycled the PMC 75% story, Pimpri-Chinchwad Municipal Corporation quietly launched its own Abhay Yojana on 1 March 2026 with a 90% concession on accumulated penalty for property-tax defaulters - the deepest waiver of any 2026 wave. Announced 27 February 2026, live from 1 March.

Where it stands in September 2026: no extension or closure notification has circulated since launch - amnesty windows typically run 60-90 days, so check your dues on the PCMC property-tax portal (pcmcindia.gov.in) before assuming the window is gone. If arrears sit in PCMC limits, this is the first window to watch when the next round opens.

What's new in 2026: the unauthorized-construction angle

PMC's March 2026 budget announced a fresh Abhay Yojana aimed at penalty recovery on unauthorized constructions - a different base than the property-tax amnesty. Expect it to let owners of unauthorized extensions regularize by paying a compounded penalty. The move if you're carrying arrears today

  1. 1. Pay the base tax now. Interest accumulates daily; the penalty is the part the amnesty discounts, but the base only grows. Waiting for a scheme to clear the whole amount is the classic expensive mistake.
  2. 2. Get the split in writing. Download the current demand note and keep the base-vs-penalty numbers - you'll need them to verify the amnesty math when the window opens.
  3. 3. Check your name is on the record. If the tax record is still in the seller's name after a purchase, no amnesty window helps you - start the name transfer now.

Is there an Abhay Yojana for gunthewari or unauthorized plots?
