The most expensive assumption in Maharashtra home building: “it’s my land, I can build.” Ownership is not permission. Every permanent structure needs a sanction - and the office, the paper, and the process change completely between a village plot and a city one. This page maps the whole thing.

Every office wants essentially the same file. Assembling it takes weeks; start early:

The two process shapes: intimation vs permit + CC
Village track (gram panchayat): for small residential construction you file an intimation of construction - the drawings, the fee, and a signed application at the panchayat. The panchayat records it and construction may proceed under the village rules. It is deliberately lighter than the urban process, but it is a filing with your name on it - not an informal nod.
Urban track (council/corporation/planning authority): the architect uploads certified plans through the authority’s portal - the state’s BPMS (Mahavastu) platform for onboarded councils, the corporation’s own portal for PMC/PCMC-class bodies. Software (Auto-DCR) checks the drawing against development-control rules, an officer adds the human pass, and the sanction letter arrives. Construction starts only after the commencement certificate. Building between sanction and CC - the classic “but the plan was approved” mistake - is still unauthorized.

The regularization path exists but should never be the plan: it depends on the structure being able to conform, costs multiples of the original fee, and waits on the very offices you avoided.

Permission is the start gate; the occupancy certificate (OC) or completion certificate is the close.
