The Occupancy Certificate is not a separate MahaRERA search - it is a document inside a project's registration page. The route: maharera.maharashtra.gov.in → Search Project → enter the registration number (P521xxxxxx for Pune region; P518 is the old Mumbai/Thane series) or the project name → open the project page → open the documents section. The OC appears there when the promoter has uploaded it, alongside the sanctioned plan, the Commencement Certificate and the proforma receipts. MahaRERA does not issue the certificate; it is the public register where the filing must appear.
2. The exact steps, in order
Step 1: find the MahaRERA number - it is printed on the brochure, the agreement for sale, and every advertisement (a Pune project number starts with P521). Step 2: open the MahaRERA project search, pick the exact project - large schemes register each phase or tower separately, so match the number to the phase you are buying, not the marketing name. Step 3: open the project page and read the status field first - Valid, Lapsed or Revoked. Step 4: open the documents/uploads section and look for the Occupancy Certificate or completion filing. Step 5: if possession is being offered, the OC must already be there. A promised date is not a filing.
3. What each OC-related status means
OC filed and visible: the developer has uploaded the certificate - download it and check that the building, wing and floor you are buying are inside its scope. Project status Completed but no OC: the developer has declared completion without the authority's certificate; this mismatch is the single most common possession trap. Project status Ongoing with possession offered: construction is not even declared complete - do not accept keys. Registration Lapsed or Revoked: the project has lost its RERA protection for new bookings entirely. Each of these reads differently on the project page, and the difference decides whether you pay the final instalment.
4. Possession without OC: the real cost
Without an Occupancy Certificate the occupation is not legal, and the consequences are practical, not theoretical: municipalities condition permanent water and power connections on the OC; banks hold back final loan disbursement and refuse take-over loans; the property cannot be transferred through normal registration in several authorities' jurisdictions; and insurance claims after structural damage are contestable. MahaRERA itself began a statewide verification drive of OC filings in 2026 precisely because possession-without-OC had become the dominant complaint category. If you are already inside such a building, your remedies run through RERA complaint and the consumer forum, in that order.
5. When the OC is missing: the escalation path
First, put the demand in writing to the developer - email, not WhatsApp - requesting the OC copy and a timeline, because the paper trail is what RERA admits. Second, check the project's MahaRERA page: if the developer has filed the OC but not handed it over, that is a simple demand letter. Third, if the project is registered and the OC is genuinely not filed, file a complaint on MahaRERA attaching the agreement, payment proofs and the project page printout. RERA can direct the promoter to obtain the certificate, and where the breach is fundamental - no legal possession at all - refund with interest is available. Fourth, for buildings on plots that were never sanctioned at all, the route is the planning authority (PMC/PCMC/PMRDA), not RERA.
6. The 30-second OC check before you book anything
Before paying any booking amount: search the project on MahaRERA, confirm the registration is Valid, and open the documents section. If the project is under construction, confirm the CC and sanctioned plan are there - that is normal at this stage. If the project is anywhere near completion or possession is being marketed, the OC must already be uploaded. Screenshot the project page with its date, because statuses change and the page you saw is evidence of what you were sold. For completed buildings bought on resale, ask for the OC itself, not a promise of it - the previous owner's loan closure and your own resale both depend on that document.

How do I check the OC status of a project on MahaRERA?

Open maharera.maharashtra.gov.in, search the project by its registration number (P521xxxxxx for Pune), and open the project page. The Occupancy Certificate - when the developer has filed one - sits in the documents section of that page. If the project claims possession and no OC appears there, treat it as an unresolved red flag, not a formality.
Is the OC issued by MahaRERA?

No. MahaRERA does not issue Occupancy Certificates - the local planning authority does (PMC, PCMC, PMRDA, or the municipal council for your plot). MahaRERA is where you verify whether the developer has filed the OC for a registered project, because RERA rules require promoters to upload it. The certificate itself comes from the building-permission authority.
Can I get water and electricity connection without an OC?

For a new occupation, effectively no. Municipalities condition permanent water and power connections on the Occupancy Certificate, and banks hold back the final home-loan disbursement without it. Temporary connections during construction are a different matter - those are applied for by the developer against the Commencement Certificate.
The builder says OC is 'in process'. How long can that take?

There is no fixed statutory clock, which is exactly why the promise is dangerous. A cooperative developer with a compliant building typically closes the OC within weeks of completion; delays usually mean deviations from the sanctioned plan (extra floors, FSI excess, missing fire NOC) that the authority is asking to be regularised - at the developer's cost. Get the position in writing and check the MahaRERA page for the filing.
What is the difference between OC and CC?

The Commencement Certificate (CC) is the authority's permission to begin construction. The Occupancy Certificate (OC) is its permission to occupy after completion, confirming the building matches the sanctioned plan and safety norms. You should see a valid CC at booking; you must see the OC at possession. Confusing the two is how buyers accept keys on illegal buildings.
Can I file a RERA complaint for a missing OC?

Yes. If the project is MahaRERA-registered and possession is being offered without an OC filed, file a complaint on the MahaRERA portal with your agreement and payment records. RERA can direct the promoter to obtain the certificate, and refund-with-interest is available where the breach is fundamental.
